TRANSBOUNDARY PROTECTED AREAS AND REGIONAL ECOLOGICAL NETWORKS

This module covers aspects related to transboundary protected areas and regional networks, including the establishment, planning, management and assessment of transboundary areas. This module forms part of the curriculum of the Programme of Work on Protected Areas (PoWPA Goal 1.3).

International boundary areas often contain large, intact and remote ecosystems. Large, intact ecosystems are widely recognized as the most important building blocks needed to develop regional networks of interconnected protected areas.

These networks are considered to be critical to maintaining large-scale ecological processes such as migration, securing vital ecosystem services such as drinking water, and enabling human and natural communities to adapt to impacts from climate change. Yet because they are dissected by international boundaries, these areas are often subject to different and incompatible management and land-use practices.

Areas located in remote areas on international borders are also likely to be of particular interest to those seeking to address poverty issues. People living far from the capital cities and in habitats of high biodiversity may be excluded from the mainstream of development, through simple neglect or remoteness.

Transboundary protected areas are increasingly viewed as an important new tool in enabling broad landscape-level conservation. They are also increasingly valued for their role in fostering sustainable cross-boundary resource management, promoting regional economic development, and enabling regional climate change adaptation.

As a result, there is an increasing global recognition of the importance of transboundary natural resource management.
